What to Do When a CDPAP Fiscal Intermediary Changes Your Caregiver Pay

Compare county minimums, check Time4Care hours and approvals, then press PPL and the state for back pay.

Compare the paystub to the regional minimum for your CDPAP caregiver, a personal assistant hired under New York's Consumer Directed Personal Assistance Program. Then check logged hours and service limits, and ask the fiscal intermediary, the company that processes payroll, to fix any gap. The State Department of Health says New York moved to one statewide intermediary, Public Partnerships LLC, with PPL payroll required from April 1, 2025 State Health Department update. That change explains a new pay rate or paystub even when dementia care duties stay the same.

Why did the amount change?

A new payroll company does not change the authorized care plan. It can change how the rate and payday appear.

For dementia care, keep daily routines steady while you review pay. Focus on hourly rate, hours paid, and any missing shift.

What minimum applies where you live?

PPL says it raised all personal-assistant base wages by $0.55 per hour on Jan. 1, 2026. Minimums are now $20.65 in New York City, $20.05 in Nassau, Suffolk, and Westchester, and $18.65 elsewhere.

Hours worked before 2026 stay at 2025 rates PPL FAQ. A New York City aide paid $20.10 in December should not expect $20.65 for those December hours. Use the county where the care took place to pick the row.

Did hours or approval cause the gap?

Start with rate, paid hours, and pay dates on the stub. Then compare Time4Care entries with approved hours and the service-authorization limit, and gather dates and hours for any call. PPL lists Thursday payday, with entries due Saturday at 11:59 p.m.

ET and approval due Sunday at noon ET. It lists Time4Care and telephony for logging, and asks caregivers to call 1-833-247-5346 or email [email protected] with dates and hours PPL resources. A missed Sunday approval often looks like missing pay. When dementia limits self-approval, have one helper check Time4Care on Sunday morning.

  • Check rate against the county minimum.
  • Match paid hours to Time4Care entries.
  • Confirm consumer approval was on time.
  • Save stub, dates, and hours before calling.

What if PPL does not fix the pay?

Save every stub, Time4Care record, approval time, and call note. If PPL does not fix the gap, health advocates point to the State Health Department for PPL pay problems at [email protected].

Managed-care members can also use the MLTC complaint line 1-866-712-7197 or [email protected] Health Access guide. Send dates, hours, county, and what PPL said. Ask for back pay to the correct minimum and a date for correction.
